Dwayne Small was born in Nassau, New Providence and enlisted in the Royal Bahamas Defence Force in 1990 as a member of New Entry 27. As a young Marine Seaman he was deployed overseas as part of the first Caribbean Community (CARICOM) contingent to participate in Operation Restore Democracy in the Republic of Haiti. During his tenure, he rose through the ranks and became a Senior Lieutenant. In January 2016, he was appointed Commanding Officer of HMBS CASCARILLA after completing training at Damen Shipyards in Rotterdam, The Netherlands.
His educational experience includes an Associate Degree in Electronic Engineering Technology, and a BBA with a specialty in Computer Information Systems (CIS) Networking from the College of the Bahamas, as well as an MBA with a CIS Security specialty from Northcentral University, Arizona, U.S.A.
In 2018, Dwayne decided to leave the Defence Force and transition from the rigid, authoritarian military structure to a flexible, liberal culture at the NAGB which initially proved a challenging endeavour. With some artistic experience, he has a new and invigorating appreciation of the fluid and flexible culture of individuals within the creative industries. He is now striving to achieve a balance between the yin and yang of administration while evolving the space and best practices of the institution's while preventing the adaptation pendulum from swinging too far in either direction.
